And it says: The mikvah of Yisrael is Hashem
Just as a mikvah purifies the impure, so does The Holy One, Blessed Be He, cleanse Yisrael

i think theres a Gemarah on that:
why not 'just like Hashem is metaher
Yisroel, so too, Mikveh is metaher temayim'? rather, to teach that a person should do the Mitzvah, then Hashem helps.
something like that.
